Cloture Defintion - Senate Rule to Break a Filibuster Cloture is a procedure used occasionally in the U.S. Senate to break a filibuster. Cloture, or Rule 22, is the only formal procedure in Senate parliamentary rules, in fact, that can force an end to the stalling tactic. It allows the Senate to limit consideration of a pending matter to 30 additional hours of debate. Cloture History The Senate first adopted the cloture rule in 1917 after President Woodrow Wilson called for the implementation of a procedure to end debate on any given matter. The first cloture rule allowed for such a move with the support of a two-thirds majority in the upper chamber of Congress. Cloture was first used two years later, in 1919, when the Senate was debating the Treaty of Versailles, the peace agreement between Germany and the Allied Powers that officially ended World War I. Lawmakers successfully invoked cloture to end a lengthy filibuster on the matter. Perhaps the most well known use of cloture came when the Senate invoked the rule after a 57-day filibuster against the Civil Rights Act of 1964. Southern lawmakers stalled debate over the measure, which included a ban on lynching, until the Senate mustered enough votes for cloture. Reasons for Cloture Rule The cloture rule was adopted at a time when deliberations in the Senate had ground to a halt, frustrating President Wilson during a time of war. At the end of the session in 1917, lawmakers filibustered for 23 days against Wilsons proposal to arm merchant ships, according to the Senate Historians office. The delay tactic also hampered efforts to pass other important legislation. President Calls for Cloture Wilson railed against the Senate, calling it the only legislative body in the world which cannot act when its majority is ready for action. A little group of willful men, representing no opinion but their own, have rendered the great government of the United States helpless and contemptible. As a result, the Senate wrote and passed the original cloture rule on March 8, 1917. In addition to ending filibusters, the new rule allowed each senator an additional hour to speak after invoking cloture and before voting on a bills final passage. Despite Wilsons influence in instituting the rule, cloture was invoked only five times over the course of the following four and a half decades. Cloture Impact Invoking cloture guarantees that a Senate vote on the bill or amendment being debated will eventually happen. The House does not have a similar measure. When cloture is invoked, senators are also required to engage in debate that is germane to the legislation being discussed. The rule contains a clause the any speech following the invocation of cloture must be on the measure, motion, or other matter pending before the Senate. The cloture rule thereby prevents lawmakers from merely stalling for another hour by, say, reciting the Declaration of Independence or reading names from a phone book. Cloture Majority The majority needed to invoke cloture in the Senate remained two-thirds, or 67 votes, of the 100-member body from the rules adoption in 1917 until 1975, when the number of votes needed was reduced to just 60. To being the cloture process, at least 16 members of the Senate must sign a cloture motion or petition that states: We, the undersigned Senators, in accordance with the provisions of Rule XXII of the Standing Rules of the Senate, hereby move to bring to a close the debate upon (the matter in question). Cloture Frequency Cloture was rarely invoked in the early 1900s and mid-1900s. The rule was used only four times, in fact, between 1917 and 1960. Cloture became more common only in the late 1970s, according to records kept by the Senate. The procedure was used a record 187 times in the 113th Congress, which met in 2013 and 2014 during President Barack Obamas second term in the White House.

Anti money laundering laws A glance at legal and financial sites show a preference for â€Å"anti-money laundering laws†: The  Supreme Court of Canada  on Friday  struck down  part of the nations anti-money laundering and terrorist financing law pertaining to lawyers, on the grounds that the legislation infringed on lawyers duty to their clients.- Jurist (online legal news and research service). History of Anti-Money Laundering Laws- US Department of the Treasury, Financial Crimes Enforcement Network. Anti-Money Laundering Template- FINRA (Financial Industry Regulatory Authority) This punctuation strikes me as odd because the laws are not against money (anti-money), but against money-laundering. I would go with â€Å"anti-money-laundering laws† or â€Å"anti money-laundering laws.† Although chiefly a prefix, anti can stand alone as an adjective. 2. Non English speaking students This is straightforward enough. The students do not speak English; therefore, they are â€Å"non-English-speaking students. A rule applies here: when a prefix precedes a capitalized word, a hyphen is required. 3. Ex editor in chief My choice is to go with AP style and write â€Å"ex-editor-in-chief.† If Merriam-Webster is your guide, you’d write â€Å"ex-editor in chief.† 4. Pre Anglo Saxon period If I had occasion to write such a phrase, I’d hyphenate it â€Å"pre-Anglo-Saxon period.† Anglo-Saxon is hyphenated to begin with, and the prefix precedes a capitalized word. 5. Pro self sustaining agenda This is an ugly phrase that I would avoid if possible. I might write â€Å"pro-self-sustaining agenda† or â€Å"pro self-sustaining agenda.† Like anti, pro can be used as an adjective as well as a prefix. 6. Post so called apocalypse I don’t understand what this phrase is supposed to mean. The prefix post conveys the idea of after or following. The qualifier so-called is applied to a term to indicate that the thing so qualified is not entitled to be called by that term. For example, â€Å"Your so-called dissertation is only three pages long.† A dissertation, written or delivered orally, is by definition lengthy. The word apocalypse has more than one meaning. If its meaning in this phrase is â€Å"a disaster resulting in irreversible damage to human society or the environment on a global scale,† it’s difficult to see how the use of so-called is applicable. If such an apocalypse has occurred, then it should be clear that it was the real thing. The word apocalypse can also mean revelation or disclosure, but I can’t think of an example in which the phrase â€Å"post so-called apocalypse† would make sense. Fight Club Essay In the movie â€Å"Fight Club† is about the narrator, Jack’s, fantasy of an alternate reality, his personal shadow. Tyler Durden represents Jack’s unconscious collective shadow. Jack, the protagonist, has a meaningless, boring and empty life, and suffers from insomnia. Jack tries to lend color to his insignificant life by purchasing new commodities like his furniture which are the fetish items of the narrator and they provide him with more meaningful existence. Jack has a dull life and he could not find any time for his hobbies due to his busy business life. He has no girlfriend or even a close friend. He does nothing to have fun and he suppresses all his instincts for pleasure in his unconscious. Although he is not happy about his life, every morning he wakes up, goes to work and travels frequently. He suffers from insomnia because he is suppressing his shadow. Later, he finds the idea of participating in cancer and disease support groups. Jack lacks the courage to confront his shadow. Instead, Jack indentifies with her persona, the role the world expects him to play. As the movie progresses Jack gradually begins to become aware of his shadow, and how it motivates his behavior. It is only by doing so that he begins the process of self-realization. One criticism that will be made is that the movie depicts a superficial and incomplete process of self-realization. â€Å"Jung considers the confrontation with the shadow, with one’s own evil, to be of the great psychological value. Understanding something about one’s shadow side is the beginning of self-knowledge. Without the realization of the shadow all real further psychological progress is blocked† (34). As I mentioned before, Tyler Durden is the collective unconscious side of Jack. In other words, Tyler represents the shadow of the narrator in â€Å"political confrontation†. Jack projects onto Tyler, the enemy side, which we view as hopelessly corrupt, sadistic, vindictive, and inhuman. â€Å"The collective shadow, viewed as a component of the collective unconscious, is the archetype of collective evil and can be represented by such archetypal images as the Devil, the Enemy, the Bad Guys, and the Evil Empire† (33-4). Tyler slowly begins to take control away from the narrator. The narrator gets pleasure from Tyler’s crazy, uncontrolled behaviors because Tyler does the things that the narrator imagines doing unconsciously, but was unable to do because of ociety pressure, which encouraged repressing his desires. Jung states, â€Å"Your shadow, the imperfect being in you that follows after and does everything which you are loath to do, all the things you are too cowardly or too decent to do† (35). The narrator gets pleasure from these anarchistic behaviors. Tyler also destroys the narrator’s house in order to prevent him from continuing his virtual life. Then, Tyler initiates a reaction like Jung’s shadow conception, full of violence and sexuality. He manifests his violence and forms an underground boxing club called Fight Club. Hopeless people like Bob who has testicular cancer and many other people who are not happy about their lives, which are full of suppressed emotions and societal pressures, join Fight Club. Tyler also satisfies his sexual instincts with Marla whereas the narrator fails to do so. Tyler becomes a cult hero and he even manages to get paid without ever going to work because of the shadow’s charisma, self-confidence and revolutionary aspect. However, after a while we start to realize the negative effects of the shadow. The shadow, Tyler Durden, takes control completely and he gets out of balance. Fight Club becomes an anarchistic group and Tyler prepares a big plan (Project Mayhem) for destroying all the banks, financial sector buildings. Tyler is thus transformed into a public enemy who wants to destroy the capitalist system. In the movie, Tyler says, â€Å"It is only when you have lost everything, you are free to do anything†. He wants to live in a primitive society in which everyone has nothing and everyone is equal. This feeling comes to his mind because of the influence of the shadow archetype. As Jung mentioned, archetypes are characteristics that reflect our primitive nature. Tyler rants, â€Å"You are not your job, you are not your money in your bank account†. The shadow becomes very destructive, violent and dangerous as Tyler clearly becomes a monster who threatens society. Tyler sees society and the capitalist system as his enemies. Tyler shows us exactly all the aspects of Jung’s shadow concept: violence, sexuality, self-confidence, charisma, courage, madness and a lack of balance. What makes Tyler so strong is the narrator’s error in repressing his shadow for such a long time. After a period, the narrator understands that his conscious mind was taken over for a while and he begins to fight Tyler. He gets rid of Tyler in the last scene by shooting himself and thus by metaphorically reducing the influence of the shadow, Tyler in his mind. The narrator thus achieves a new psychical balance and gets rid of his shadow Tyler Durden. Jung explains, â€Å"Consequently, the murder of the hero represents the need for change, for a ‘revaluation of earlier values,’ at midlife. The shadow figures of savage and dwarf represents the murderous energy as well as the insight, the shadow wisdom, needed to kill the hero and to transcend a youthful heroic attitude toward life†.

Armor Through the arms of the knight we can actually touch something of the knights who strove during the Middle Ages, men whose lives were shaped and who shaped the ideas of chivalry. I believe that armor is, at base, an important, romantic medieval craft. Like all crafts, it takes technical skill and artistic merit to create a quality piece. Other re-enactment societies provide a rich market for fledgling armoires to earn their wings; without these markets, most craftsmen would never progress beyond the occasional hobbyist level. But there is a demand, both by collectors and experienced re-enactors, for arms, armor and accouterment that transcends sporting equipment and approaches something we might call "authentic". To create a piece of armor that strikes the balance between form and function and stay within medieval design elements is difficult. The vast majority of armor now made by 'reproduction' armoires is, unfortunately, sporting equipment. Some armoires do grow, however. In order to grow, they must learn the elements of style that define the periods in which they wish to work, perfecting their hammer and their eye simultaneously. The hammer is by far and away the easier thing to learn. But with perseverance and the willingness to look critically at personal projects, the armoire can refine his eye. The best way to do this is to make exact reproductions, graduating to the next level, the creation of a new piece within a period style. To qualify, all elements of the piece must adhere to this style. Beyond the craft is the art of armoring. Most armor now made is equipment; some is crafted well, and a small percentage transcends the craft reality to become art. Art must, to my mind, communicate clearly to an audience. The greater the art, the more universal the message. For the armoire, to strive for art is to connect the mechanical defense with the spirit of chivalry. To reach this spirit, I believe the armoire must fight; they must use the armor and participate and understand the mechanisms that motivate combatants on the field. They must strive to understand the ideals if they are to add that 'spark' that separates art from fine craft. Thornbird Arms was the company started in 1984 to expand abilities with the hammer and to try to extend the opportunity to others. Most of them were crude by my current knowledge, but we strove in a heartfelt way to improve the quality of equipment available to re-enactors so that they could, in turn, bring a more authentic feel to the tournament field.

SPARTACUS Project

Please be advised that you have been selected to join the SPARTACUS Project beginning June 1, 2011. This project requires complete confidentiality due to the sensitivity of its workers. The current company has selected to outsource our company to manage their labor functions. There are 300 skilled labor workers currently employed. We would like to keep all 300 on board, have them join our company, and continue doing their current job roles. Our team will be evaluating the current process and work instructions on the floor to understand the job functions, to ensure the LEAN process and identify any opportunities for improvement. During this evaluation we will be communicating with the workers. Since they are not aware of the change in management, it is our goal to make them feel at ease with our presence, answer any questions as honestly as possible, try to eliminate any uncertainty that they may have, and establish somewhat of a relationship with them. We will have 30 days of evaluation prior to taking over the complete process. On the 25th day the company will announce the outsourcing of management of their labor and advise the workers the option to join our company with the same pay, benefits and seniority. If they do not choose to remain they will be offered a severance package based on the length of time with the company. Again our goal is to retain as many of the skilled workers as possible. This company has a very low attrition rate and workers are loyal with 5, 10, and 15 years of service. On this project you will experience different attitudes, emotions, and personalities, you are to establish a relationship with the worker and motivate them not only to stay on board but to energize them with change. This is a difficult task; however keep in mind our reading in Chapter 6 of the Organizational Behavior textbook regarding Abraham Maslow’s hierarchy of needs. These needs are: 1. Physiological: Includes hunger, thirst, shelter, sex, and other bodily needs 2. Safety: Includes security and protection from physical and emotional harm 3. Social: Includes affection, belongingness, acceptance, and friendship 4. Esteem: Includes internal esteem factors such as self-respect, autonomy, and achievement; and xternal esteem factors such as status, recognition, and attention 5. Self-actualization: The drive to become what one is capable of becoming; includes growth, achieving one’s potential, and self-fulfillment As a team we need to recognize that these skilled workers have these needs and as the new company we need to cater to them. When you are out on the floor inquire what the worker would like to see change. Many workers are waiting on an opportunity to be heard and have never received a chance to voice it until now. Also praise the loyalty, dedication, and morale that you see on the floor, let them tell you about their time here with the company and their families, what they have accomplished and achieved both personally and career wise. Take notes of what they said, acknowledge them by name, and ask them how they are doing when you see them. We have 25 days to fulfilling these needs. In those 30 days we know that we will not retain everyone. Workers may leave as it is an opportunity to change careers, a chance for early retirement, leave the job force, or for many other reasons. You have been chosen to be part of this team as your personality, motivation, and leadership play a large part in this project; to retain as many skilled workers as possible. Your personality characteristics contain or scored high positively in the Big Five factors mentioned in Chapter 4 of the Organizational Behavior textbook. The Big Five factors are: 1. Extraversion: This dimension captures one’s comfort level with relationships. Extraverts tend to be gregarious, assertive, and sociable. Introverts tend to be reserved, timid, and quiet. 2. Agreeableness: This dimension refers to an individual’s propensity to defer to others. Highly agreeable people are cooperative, warm, and trusting. People who score low on agreeableness are cold, disagreeable, and antagonistic. 3. Conscientiousness: This dimension is a measure of reliability. A highly conscientious person is responsible, organized, dependable, and persistent. Those who score low on this dimension are easily distracted, disorganized, and unreliable. 4. Emotional stability (often labeled by its converse, neuroticism): This dimension taps a person’s ability to withstand stress. People with positive emotional stability tend to be calm, self-confident, and secure. Those with high negative scores tend to be nervous, anxious, depressed, and insecure. 5. Openness to experience: The final dimension addresses one’s range of interests and fascination with novelty. Extremely open people are creative, curious, and artistically sensitive. Those at the other end of the openness category are conventional and find comfort in the familiar. Think of yourself as Spartacus leading himself and others from gladiator slavery with mere kitchen tools. History books state that Spartacus was able to influence 200 slaves to fight, only 80 of them got away in the first fight. You are utilizing the skills that you have learned to influence and motivate the skilled workers of this company to stay on board and let us manage them. You will face both acceptance and resistance. Resistance will come from workers who do not adapt to change well, and those that feel insecurity. Focus on them, take that challenge that you can influence them to accept, grow, and prosper with the change. The cases of just a few inmates makes it apparent that this would be a necessary step to save innocent lives. After 17 years in prison, Illinois Death Row inmate Anthony Porter was released from jail after a judge threw out his murder conviction following the introduction of new evidence. This reversal of fortune came just two days before Porter was to be executed. As reported in USA Today, Porter's release was the result of investigative research as conducted by a Northwestern University professor and students. The evidence gathered suggested that Porter had been wrongly convicted. Were these new revelations and the subsequent release of Porter a lucky break or a freak occurrence? Not likely, reports DeWayne Wickham, also of USA Today. He points out that since the reinstatement of the death penalty in the United States in 1976, of those sentenced to death, 490 people have been executed while 76 have been freed from Death Row. This calculates into one innocent person being released from Death Row for every six individuals that were executed. This figure correlates with the 1996 U.S. Department of Justice report that indicates that over a 7-year period, beginning in 1989, when DNA evidence in various cases was tested, 26% of primary suspects were exonerated. This has led some to conclude that a similar percentage of inmates presently serving time behind bars may have been wrongly convicted prior to the advent of forensic DNA typing. Respecting Students Is a Must for Teacher Effectiveness Respecting students is essential for boosting teacher effectiveness. It seems today that the media jumps at every opportunity to showcase an educator who has made a poor decision in judgment. One of the most prevalent issues highlighted is that of a teacher continuously berating or disrespecting a student or group of students. This type of behavior is unacceptable. All educators expect their students to be respectful to them, but some fail to realize that this is a two-way street. All educators should show their students respect at all times including tense moments of conflict. Conduct a search on Google or YouTube for â€Å"teacher abuse† and the number of examples you will find of such unprofessional conduct is embarrassing to the profession. Educators should be adult enough, professional enough, and smart enough not to conduct themselves in this manner. In an age where every student has a cell phone, it only takes one time to find yourself on YouTube, embarrassed, and out of a job. Teachers must think before they react and choose their words carefully. How to Build Strong, Trusting Student-Teacher Relationships Sometimes we forget where many of these students come from and the situations that they deal with on a daily basis. School should be a safe haven and kids should trust all of their administrators, teachers, and staff members. Every kid is different and these differences should be embraced. If all kids were the same our jobs would be boring. It is important to realize that there are tremendous differences between each individual student and with each individual class. A 3rd grader cannot handle what a 6th grader can handle and so on. Try to have patience and understanding when dealing with a student. Before you say anything, take a deep breath, think about your response, and choose your words carefully. Your tone matters as much as what you say. We expect our students to be respectful to us and we should, in turn, be respectful to them at all times. This isn’t always easy, but you must always handle interactions with students in a positive manner. You should never berate or embarrass a student. It is best to address them separately from the class. The key is to talk to them, not down to them. Kids are going to make mistakes. It would be ignorant to think that they won’t. You are setting yourself and them up for failure if you do. There is a difference between having high expectations and having unrealistic expectations. Preconceived notions can and will destroy a relationship with a student. Everyone deserves a second chance.
